1) Requirements
in Joining The PhIX
Interested Internet
Service Provider (ISP) must have their own primary Gateway to the Global
Internet.

ISP must secure
a leased line preferably from PLDT.
-
ISP must sign with
PLDT a Memorandum of Agreement ( MoA ) an agreemnet
entered into by the prospective ISP to connect to the PhIX services, and
pay corresponding
line and port charges.
-
ISP must provide,
at its own expense, and install its own BGP4-ready router and associated
cable(s) for co-location to PLDT PhIX
facilities.
-
ISP will configure
their own router and test its conectivity with eachconnected ISP.
2. Charges
-
Applicable non-recurring
and recurring rates for leased lines connection, and
Connection / Installation
P 10,000.00 (one time fee)
Access Charge
P 8,000.00 / month-for guaranteed 10Mbps
P 5,000.00 / month - for shared 10 Mbps
Note :
PhIX charges
are rates approved by the National Telecommunications Commission on PLDT's
application ( under case no. 96-246 ) to install, operate and maintain
an Internet Exchange / Network Access Point.
MLPA Highlights
MLPA (Multi-Lateral
Peering Agreement) - is an agreement among ISPs that allows peering for
exchange of local customer traffic.
-
In joining the PhIX,
an ISP must be a signatory of the MLPA.
-
Initially, static
routing will be used.
-
Transit and default
of packets will not be allowed.
-
PLDT
will act as custodian to the agreements signed by the PhIX participants.
-
No monetary settlements
between and among ISPs are required by the MLPA.
-
PLDT PhIX shall
be treated as a common carrier point. All traffic passing across the PhIX
between and among peers shall not be filtered or tampered with, nor shall
it be examined for content.
PhIX Service Contract -
MOA (Memorandum of Agreement)
A. PLDT's Responsibilities
-
shall operate and maintain
the PhIX 24-hours daily;
-
shall conduct traffic performance
monitoring on the PhIX to:
a. project future network
equipment requirements;
b. determine if transit
and default traffic is being committed in
violation of the MLPA contract and report through the PhIX mailing list;
c. provide performance reports
on a regular and on-demand basis.
-
shall facilitate the immediate
restoration of the PhIX service if any problems arise in its interconnection
equipment;
-
shall immediately inform the
ISP of any operational problems or outages.
-
shall provide suitable and adequate
space for the ISP's router to be installed in the PhIX room.
-
shall, in coordination with
the ISP, undertake the connection of the ISP's router to the PLDT PhIX
in accordance with mutually agreed procedures and sound engineering and
technical practices.
-
shall be responsible for the
operation and first line maintenance of the ISP's router (e.g., minor repairs,
technical adjustments and observance of routinary maintenance measures).
-
shall, upon reasonable prior
notice, allow the ISP to conduct routing configuration and maintenance
on their router.
B. ISPs Responsibilities
-
should enter into a Multi-Lateral
Peering Agreement (MLPA) with other participants;
-
shall provide, maintain and
upgrade the equipment needed for the ISP to connect to the PhIX in accordance
with PLDT standards and requirements;
-
shall be responsible for the
programming and mapping of routes in their provided equipment.
